Considering the minor impact that the project would have on the environment, combined with its reduction of greenhouse gas emissions from the transportation of contaminated soil to treatment centres in southern Quebec and its economic benefits for the Northern Village of Puvirnituq, the KEQC decided to exempt this project from the environmental and social impact assessment and review procedure.

The project involves the permanent installation of two profiled pads waterproofed with a geotextile/geomembrane combination. The first would be for the treatment soils and would measure 625 m2, while the second, for the reception of the soils, would measure 225 m2. Remediation works will be done by ventilated biotreatment, as per the Lignes directrices pour le traitement de sol par biodégradation, bioventilation ou volatisation (MELCC, 1999). The pad’s treatment capacity is estimated at 1,000 m3 of soil per year. A fence is also planned around the site to contain the operations and ensure public integrity and safety.
