To submit a project for review
Proponents wishing to carry out a project in Nunavik are required to send preliminary information describing it to the Deputy Minister of the Ministère du Développement durable, de l’Environnement et de la Lutte contre les changements climatiques, who will forward it to the KEQC for review.

This preliminary information will include:
- identification of the project proponent and of their consultant, if applicable;
project title; - project objectives and rationale;
- exact location of the project and plans to study other locations if appropriate;
description of the project and its variants; - main components of the biophysical and human environments;
- the main impacts expected from the project;
- methods planned for informing and consulting the public;
- project timetable;
- subsequent phases and related projects;
- in the case of a project in the “grey zone,” which is not automatically subject to or exempt from the review process as one of the project types listed in Schedule 1 and 2 of the JBNQA, the proponent should supply sufficient information for the Commission to conduct a summary assessment of the project’s social and environmental impacts and to determine whether or not the project is subject to the review process.

The working languages of the Inuit members of the Commission are usually Inuktitut and English. While respecting the Language Policy of the Government of Québec, which states that project documents must be submitted in French, proponents are invited to provide the Commission with a full translation of the documents filed or at least a summary in English in order to accelerate the analysis and decision making. Otherwise, the Commission has an obligation to provide its own translation which has an effect on the lenght of time required for review.
The KEQC meets at least six times each year. Information on proposed projects should be submitted to the Administrator at least six weeks before the next scheduled meeting, in order to provide sufficient time to assess the proposal, determine if additional information is required, and make the necessary preparations for the meeting. The KEQC is mindful of the logistical and climatic constraints involved in undertaking a project in Nunavik, and makes every effort to proceed as efficiently as possible with its review of project proposals.
